Agreed.  How complicated is it to implement your suggestions (listed in 
bug 86)?   If it is something you expect to implement in the near future 
then I can only say "great"!

Otherwise, allowing a rule to query the set of changed dependencies 
would seem an adequate short-term fix.  Of course, I am assuming that
   1) implementing a $(changed ...) function is straightforward
   2) a reasonable latex builder can be written in terms of it
   3) such a function is not too offensive to the authors of omake -- 
after all, it might encourage unreproducible builds
