[Omake] error when defining a rule inside of a function

This is an intentional feature - you are allowed to change how the rules
are interpreted. See, for example, the thread at
http://lists.metaprl.org/pipermail/omake/2005-September/000625.html for
a usage example (which was not fully working back then, but, I believe,
this was since fixed).
