[Omake] LaTeX environment variables [ping Geoffrey]

About a year ago we had a discussion (brought up by Geoffrey Washburn) 
on how to improve OMake's handling of the LaTeX environment variables. 
The problem was that OMake sets TEXINPUTS and BIBINPUTS, but does not 
attempt to handle other similar environment variables, such as BSTINPUTS.

I have committed a patch to LaTeX.om (on 0.9.8.x branch) that addresses 
this, although in a more simple way than what Geoffrey suggested (commit 
message attached below).

Geoffrey, does this seem like a reasonable way to go?
