I've built the Windows binaries of the latest SVN version - available at 
http://nogin.org/tmp/omake.msi

Compiling new OMake with an older OMake is expected to be problematic. 
You should use the nmake bootstrapping instead. This would also take 
care of having to set the OMAKEPATH variable to avoid incompatibility 
problems between the two versions of OMake.
