It's half-open - same as for diffs. Basically, the semantics of a range 
in merge is "merge in the diff between those", _not_ "merge in all the 
revisions in range". Very confusing, especially given that the semantics 
is different for "svn log" (where it is indeed the "all revisions in 
range" closed interval).
