[Omake] Making sure we do not get .PHONY nodes in "random" places.

I've looked it over, seems good to me, I'm not sure about the 
Omake_eval.file_of_value function.  Why is this function not allowed to 
generate phony nodes?

If I understand correctly, this is an internal fix, to make sure phonies 
do not arise from functions like ls, glob, find-in-path, etc.  The 
scoping issue is independent.
