Preparing the 0.9.8.3 release:
 - renamed the branch
 - updated the version number to 0.9.8.3-1
 - updated the 0.9.8.x version number to indicate it's at least 0.9.8.3+
 - updated the changelog and the download page
 - regenerated the documentation
 - copied the above changes to changelog and documentation (but not download
   page) to 0.9.8.x
