[Omake] SVN Commit: OMake Build System (Rev. 11062)

Bug 676:
 - If a command fails without producing an otput and the "+/-" printouts are
   "lazy", the "+/-" lines should still be printed.
 - If the printing of the "+/-" lines is enabled (whether eager, or lazy),
   print the exit status of failed commands, even when the printing of exit
   status is disabled.
