[Omake] SVN Commit: OMake Build System (Rev. 10862)

- Merged the 10854:10861 from the 0.9.8.x branch (this includes the changes
  aimed at reducing the cases where OMake tried to create a
  case-sensitivity-testing temp file in a "weird" place).

- Bumped the version number to 0.9.8.3-2
