[Omake] SVN Commit: OMake Build System [0.9.8.x] (Rev. 11449)

In OCamlPackage function, check whether the .mli corresponding to the package
is buildable. If so, try doing the right thing (as requested by Mike Furr,
furr at cs.umd.edu). Untested.
