[Omake] SVN Commit: OMake Build System [0.9.8.x] (Rev. 10326)

Cons-hash patch (rev. 10241) follow-up:

- Use "<foo>" instead of ".PHONY:foo" for pretty-printing

- Minor optimization - when compiting a relative path, first compare the
  directories with a == (this is a common case and we already cons-hashed, so
  this is worth it).
